Care Packages?

After coming across two heli crash sites within walking distance of each other, I found what appeared to be a huge care package. I've read about peoples' reports on these but mine appears to be different. This time it did not spawn with every gun in the game, it only had a few M4A1 CCOs and M1014s with one DMR. Can these actually spawn via editing server settings or is it the works of a hacker?

Which map?

Sometimes they are on certain maps, I know Namalsk has these on the side of a slope, With weapons strewn around. Hackers usually hack in the yellow box similar to hospital boxes (If not the same)

This is in Chernarus, it happened near the NW Airfield.

Private Hive can add this, a couple of guns beanZ and medical stuff is legit and standard.
