I believe it is when the sever admin "unlock" your player ID enabling you to play on that server. Usually you will be directed to their forums or such and you sign up for whitelisting.

A white listed server is a private server that maintains a list of players that are allowed to play on that server. The best way to get on the white list for a server is to check their thread in the private server section of these forums. They will have a thread that tells you what you need to do to get on their list as it varies by server.

Basically it just means that you can't play on that server until the admin has added your GUID number to the database. IMO it's currently the best way to keep hackers out because they're inherently lazy and can't be bothered spending 5 mins to get whitelisted.
