I'm looking to buy Arma 2 on steam sale but I was wondering if I could use a friends CD for installation due to data caps on my provider.

My question is: Will this work? / is this allowed?

I do not think this will work. I believe I tried this once and it says bad CD key but I may be wrong.

The key from steam wont work with installed files unless downloaded from steam? Is that what you're saying?

If you set the files up in the appropriate steam format yes.
