Yes, there is thermals in the game. Was one of the selling points of operation arrowhead when it came out.

Open your game without the mod, launch the editor, place some random solider and all the weapon crates you'll find. Eventually, you will stumble across a few rifles with thermal. The PMC pack had an anti material thermal rifle. And I think all of the UAV's have thermals, in addition to most tanks I believe.
