maybe they can add safes to the game where you can loot safes in-game then you can change the 3+ digit password and store stuff in it but you have to be careful because while your using the safe and storing stuff someone might snipe or sneak behind you and kill you then they can take stuff from your safe.

A base would be more sense. A safe is just too complex, how you gonna move it? I'm assuming you would have a nice collection of weapons in it? some NVG's and other valuable stuff! It would have to be a rather large ish size.

I'd sooner come across a player base and be able to break in and take what i want! with an option to destroy it (If its gonna be underground then it should be easy to do!
