Best server option for me? EU/NL

Im searchign for a server host that meet these requeremtns:

• Custom starter loadout
  
• Custom maps
  
• Modifying player loadouts
  
• <-this
  
• Modify Vehicle Spawn Limit
  
• Change difficulty (including individual settings for crosshair, 3rd person, nameplates, and death messages), motd, restart interval, rcon password, 'hosted by', max ping, etc. on demand (config changes require server restart) as well as stop/start/restart server functions
  
• Time zone change feature
  
• Automated scheduled restarts every x hours
  
• If posible.Rmod support
  
• If posible Always-daytime feature
  

​I now have a Vilayer server,but it isnt really what i want.

yha was lookign at them,though all servers are out of stock.thay said monday will have new servers.but its allready monday here.dont know what time zone they use
