I think you should try the server forum as there are more server admins there that are more capable of helping you out.At least they have experience with BEC which few people here has.

change 127.0.0.1 to your server (WAN) ip ;)

www.whatismyip.com

still no luck mate it just opens looks like its loading then closes does the arma2oaserver.exe have to be shutdown?

I had the same problem this summer : http://dayzmod.com/forum/index.php?/topic/34419-bercon-problems-say-command-not-working/#entry592639

You should manually download and install BE (BattlEye) server DLL on their website. Then you should check that BE is started in the RPT and server.log files. Rcon server is handled by BE, if BE can't start then you won't get any rcon console.

At startup, BE connects to BE servers and try to overwrite itself (to a newer version that is not yet on the website). The same thing happens on client side. So you have to wait a little that everyone is ready, 'say' messages won't work meanwhile.

Maybe you should check for network problems : do you block outgoing connection with a firewall ? You must allow UDP outgoing 27900,27901,29910,2302,2305,2324, and TCP outgoing 2324 (and also mysql for the Hive, but that is another story)

A tip : adapt your startup script, so that at each restart BE server DLL is downloaded again from their website.

Yea i realised it works but it takes a while to show but yea i may have to open those ports on the firewall

To verify it, do not test with "say -1 this is a test" but with "say (player slot number) this is a test": BE will reply "player is unable to receive the message"

what result do you get?

ok you are in the case.

Maybe you are using latest beta patch.

And if you update client arma2oa beta patch to a previous version ? clients should never get the latest version before BE devteam release the client DLL for that version.

really strange, tried all the latest beta patches, and also downloaded the latest files, took firewall off, and still nothing

Pulling my hair out now, have tried everything, reinstalled arama, and dayz etc, no firewall is on, and same error,

biggest thing is players cant see messages for when server is about to restart etc.
