if i buy arma 2 off steam and arma 2 oa on anther steam account can they combined and make arma 2 oc?

Logically, no. In order to play DayZ you need the following:

ARMA II: Operation Arrowhead

ARMA II

So, if you only have ARMA II on one account, you can't play on that account. If you only have Operation Arrowhead on one account, you can't play with that account either. So, in conclusion, you need both on the same individual account. Having it downloaded on the same computer does nothing if it is not registered under one name.
