Private Hive help, Changing gear/skins

So, I have a private server up and running for my friends and myself. It's been great being able to help each other without bandits or hackers. But we want to know how to change the starting gear for the server. We where thinking of opening the private server for others to join us but we want to be able to set a (what we believe as) more realistic starting load out. We also want to know how to give players skins such as the Soldier or Rocket skins as we where planing on using this as an Admin identification method in game. As in Players with Soldier are server moderators with Rocket skins for admins. If anyone can help me out and let me know where I can modify these whether it's in the database or config files.

I'm using HFBServers with TCAdmin if that helps.
