Don't think it's legit, that being said it currently does nothing anyway, will be implemented in the future. Rocket talked about it in a PC Gamer interview a while back.

Now that IS interesting. It would be really cool if there was a reason to restart the power grid. If you could power up the station in Elektro and re-program the tower at Green Mountain, maybe you could get an air drop with super cool goodies or an airlift to another island. That would make for some interesting player interaction.

Other then that, a battery mechanic so NV goggles and thermal (radios?) have to be recharged now and then would be cool too.
