It means that you're in combat and that you can't log off. You are in Combat when you're being chased by Zombies, have other players or zombies around or interact with something.

Please make sure to report here: http://feedback.dayzgame.com/my_view_page.php As far as I am aware, the "Please Wait..." screen stays for quite a while when a server restarted. It does take a while for the server to start up. Just make sure you don't join any empty servers.

It's your repsonsibility to ensure the safety of your account, noone else. There is noone to blame other than yourself or "your little brother". We do not deal with bans here, especially not VAC bans. You have been pointed in the right direction.

Hello an dwelcome to the forums. Is it happening for many / all people at the same time or just specific ones? Because if it's just happening for some people, it's their end, not the server. From BE-Support: Client not responding: This can happen if the server's or your connection times out for quite a while or breaks up completely. A common solution is to update your modem/router's firmware. Also, make sure that you aren't running "Cucusoft Net Guard" which is incompatible with BE. Other than that, please ensure that there are no problems with your internet connection (you might want to contact your ISP).
