Of course it is, but you might be blowing it out of proportion. BE is doing a great job and many complaints being filed are mostly desync / people not dieing, etc. It is very hard to work with the existing reports, but countermeasures are being done.

Will not happen, I am afraid. This is a measure to stop spammers what they're doing best and especially our Indian friend was an expert in outputting multiple threads within mere seconds - which is why this was introduced. We gladly take the inconvenience over having spam.

I personally just never used it. Try to get rid of it and set your Video Memory to "Default in the Video Settings. Even though I wouldn't expect too much to come out of it with your setup, it's simply not a gaming-PC (for 2014, that is - it might be good 5 years ago) This is sadly how it works. You have to spend a lot of money on this kind of stuff, otherwise you're outdated fairly quickly.

Make sure you're running the latest ARMA 2 OA Patch and that the server is running that exact version as well. I heard that his occurs when you're not running the most uptodate patch of ARMA 2 OA.

I am not surprised you get a "Wrong Version" if you're using DZC to launch it after updating with Steam. You should never mix two different methods up and expect them to work. If you're staying with Steam, you will always be 100% sure you're going to launch the correct version, as Steam tells you:
