Ping is not connected to your graphical settings or framerate in any way. Make sure you're searching for servers that actually show up with a low ping in your server-Browser. It is not advised to edit the .cfg if you don't know what you're doing. Simply copy / pasting someone else's .cfg will not work in most cases. Follow the guides and test a bit yourself. I am supersampling my game at 200% resolution and still have acceptable FPS. Try that for a change.

Make sure to follow one of the many performance-guides out there to maximise FPS for you. Optimisation has been really good the last couple of patches. It's running really smoothly for me overall. Just make sure to not make the mistake of turning down your graphicssettings to gain more performance, as that will not always result in what you're trying to achieve..

Very much so. I personally do not have an issue with bandwidth, but just think about our Australian bretheren for a second. Or people browsing on mobile Internet.
