Personally I hate Tavianna. When I played it, you walked through cities with 50 floor apartment complexes and only 1 floor that you could loot. -
You can increase the vehicle count by adding in more vehicle spawn locations and changing the chance of spawning higher. Regular is the easiest setting.

Loot tables should be controlled on a global scale throughout the game and the games hive, as well as server resets, would make it easier for them to control the flow of loot.
