Map Markers - Left Shift + Double Click - Can be seen by anyone unless you place them while in Vehicle Channel. Waypoints (two concentric black circles) - Left Shift + Single Click - can only be seen by yourself.

Those aren't map coordinatees as far as I know, but I am willing to be proven wrong; they are akin to radio channels. Map coordinates are given by four, six or eight digit strings based on the numbers on the map that you mentioned.
