Since I couldn't find any Threads about it: Either the military spawns themselfes are broken, or they just don't respawn items. All military spawns I came across today (deer stand, hangars, fire stations) were holding no loot at all or just empty cans. Except for one 870 I found in a fire station. So problably "just" no item respawn there.
