One of the reason for that is english speakers, especially brits are often pricks about it. Making fun of people saying things wrong. -

Gratitude Things like walkie talkie or other means of long range communication that require item acquisition definitely should be in game. But no global chat. As for TS use, nothing can be done, so I don't really waste time on the topic. -
Well there is no way to add reporting system without identification system, and since in game name and appearance can be changes at whim, that would have to be steam based, which will not happen. I don't want people in game be able to get my steam account details.
