At the bottom of your game list, there should be an option to add a game. Just find your OA and add it as a non steam game.

Once you purchase the DLC, it should do in your Steam library and be something like "Arma 2: Private Military Company" etc Just install it, then launch it. Once you launch it, it will install the DLC completely, and load to the main menu. Then you should be fine.

To install the DLC, just run it.

Why don't you want to build one? You can get the best build, and save the most money, plus it's really easy. Even if you don't want to build one yourself, some computer shops might assemble it for you (i.e. If you live in Memory Express you can build a computer through them, and if you so wish, they will assemble it.). Don't get Alienware. You're paying for a overpriced name. If you want cheap, build one. Simple as that.

That's a good build. Almost identical to what I want. Keep in mind, the 8350 won't run Arma as nice as an Intel CPU, as Arma uses only a single core, and Intel is better in that aspect. But the 8350 is great otherwise. you also need a hard drive, operating system, and an optical drive. Also depending where you are in Canada, make sure to factor in the GST. RAM is also very cheap these days, so I would say bump it up to 8gb at least, because 4 won't get you far. Also, I would recommend G.SKILL or Corsair RAM. for hard drives I would recommend a fast 1TB HDD, and a 120 or 180gb SSD. is this a memory express build?

You would need literally millions of people to make a server playable, and nothing can support it. It's kind of neat, but not as fun as you would think, and frankly impossible.

If it's a populated server,they're most likely all claimed. Time to go tent whispering...
