DayZ is your story. I don't like any of these ideas at all. The DayZ story is meant to be player driven, not game driven.

The log-out timer is a good idea. Your idea will be abused by some to see if there are anyone in their vicinity.

I run it on a laptop too... It did cost me 2000 USD, but now I can run every single game you throw at me. -

I agree on everything but the low blood level thing. It's a part of DayZ, and it makes it more tense for the viewer during a firefight.

There is a patch ready as far as I know. They just need to release it. I can't remember what their solution is, so you'll have to search for it yourself.
