Had this in my mind already i was swinging towards multi-rail solely because it's going to be over 100A and 1000w+, it's quite hard to find multi-rails on the sites i use most tend to be single, which is most likely what I'm going to end up getting due the lack of multi available at a decent price.

Depends how low you want a quad core, i would personally go for a Quad over a dual as in the long run it tends to be better with recommended requirements for games hitting quad now. As well as just general purpose stuff on your computer, think about would you rather have tasks done faster or be able to do tasks at a slower rate.

You do realise that graphics card are hardware right? you can update your drivers but it won't really make the card any better if you want a better card buy one, regardless the 68xx series isn't that old and if you want better info post all your specs and what 68xx card you have "6800 series" isn't a graphics card. There are only 25 testers externally at the current time, a new map would take way too much time. Also Chernarus + is pretty nice, I now no longer actually no where I am as the new places without an in game map are a really big change of scene it's hard to figure out which region of the map you're in.

LIs this the 3D Map editor that's built into Arma 2 OA that doesn't actually work properly? You're best using the 2D editor, then you shouldn't have a problem with saving.

Arma 2 came out in 2009 i believe, so directx 10 and 11 features won't exist within the game.

It will be digital due to the development process, as the game will be continuously patched the disc would become obsolete very quickly.
