provisioning usually takes between 2 hours to 24 hours never really seen it take this long, it may be they have ran out of stock in the datacenter in your chosen location. no one here can really help you out its between you and the gsp. i have no experience with multiplay as a hoster only Vilayer and Fragnet. personally i would consider swapping before the cool off period is over

most monitors are capable of 60hz unfortunately that is the basically the lowest price you can buy a 1080i monitor for most of them have the same panel in them at that price range and require a lot of work to get them calibrated that being said i would see if there is an Asus VE228TR should be around that price and isnt too bad

your server will appear in the server browser by filtering for the name this is done automatically by the steam master servers. if you want to advertise with a banner you need to sign up to gametracker and add your server to it, all you have to do is select the game type and enter the correct ip and ports. if you want to claim the server follow the instructions on the site .

my two cents but if anyone wants to play they got to connect to the server my take on the process is that if your a forum member you get allowed in if your ip is the same that you signed up to the forums with therefore sign up to the forums and validated via email connect to the server and the whitelister checks the forums for guid first then fallbacks to ip and let you in after that its got your guid from the ip match. if you have an account you get in if you don't you get kicked, im just wondering how you accomplish this without 3rd party whitelisting tool afik normal bec whitelist doesn't do this as standard

if its crashing on startup with the current config maybe its the splash screens try turning them off with the -nosplash switch to see if thats the case
