Hi i am fairly new and am wondering if a server restarts do i lose my progress and have to start afresh?

No, You keep everything you had on you. If you have a vehicle make sure to save it before hand if they give a warning in advance.

So if i save a vehicle does that mean it stays there after the restart? and how long before do i have to save it?

just save it doesnt matter how long before you save it.

There are potential bugs there with tents and vehicles. But everything, in theory, should be fine as long as you have saved it.
