Texture glitching and stretching

Does anyone know how to fix this glitch? I've tried changing vsync and other options, i've also restores the graphics card to the stock settings.

-radeon 7870 oc

-core i7 3770

-8gb ddr3 2133mhz ram

-I am using a TV instead of a monitor

This just started happening with tf2 and arma 2 as well
