Respawning?

Ive been seeing this happen quite a bit. Ive seen admins do this. I seen Rhino Crunch do it in a video cast. Apparently admins can respawn in the exact spot they died with the same gear/kit. Is this correct? A while back I seen a player who I was about to kill get dropped by a sniper. I took my time coming forward (intending on looting his body for the sniper rifle so I could kill the sniper) and right in front of me he respawns and starts running. He runs about 20 metres and I kill him. Im seeing it quite frequently though. Its happening so much though, that I can't imagine Im running into the server admin that much. Is there a hack allowing players to respawn fully geared now right where they died? I hope not, it makes looting problematic when the guy you just killed can respawn and drop you right away.

I'm not sure of it being done intentionally, but I know that if you are on an extremely laggy server and die, you can respawn exactly where you died with all of your loot and full blood.
