cannot log into server with spawning in debug lands

everytime i log in it loads and says setup completed please wait i wait for about half an hour then it spawns me in debug lands everytime like clockwork while it says setup completed please wait i can get to everything my inventory the chat see my blood food water temp sound sight whole nine yards except cant see land or my character and my inventory i have reinstalled dayz commander and arma2 and arma 2 oa several times repatched everything and it does not work i have tried going to de 287 but it does not exist
