New server car saving woes

So, new server, after the first restart all of the vehicles had vanished. I tried a second restart, no dice. I checked the logs and noticed that it was spamming this on server boot:

and so on for all the tents and cars, but I don't know if that's normal. Is there any way to get the cars to spawn properly on reboot? Clearly the data is still there, so they aren't just gone. This is for US 3100 running 1.7.2.6 with 96751, hosted by survivalservers.
