It doesn't look like much of a hacker camp to me. There's not many high-end weapons and there's alot of basic items, which I highly doubt that a hacker would bother to spawn in.

Not so sure about that being a hacker camp, with servers are getting more and more deserted, could be they got careless and thought that it might be safe there.
