Server Time Change Help Please

I have played with the 2 locations in the picture put time stays as EST on the Server, How is the correct way to change the time zone or time on the Server

I'm assuming this is a Vilayer server based on the "Save/Cancel" icons. The best way I've found is to leave the server-based time alone (first pic) and change the in-game time using the other config file (second pic). For example, our server is -6GMT, which is CST (US), and I have the in-game time set to -10. That way, it's daytime in the evening/night in the US.

There is also an option to tell the server to start the in-game time at a set time when it restarts. If you continue to scroll down the choices you will see "start at 6am, 7am, etc".
