I spawned today and went to the wilderness, to mix things up a bit, and I came across a bunch of NPC's with descriptions such as "Survivor" or "Bandit" and that's all, I could remove stuff from their bags and could place stuff too and when I connected and disconnected the stuff was still there. Is this a bug? Or was I not supposed to be there?

those aren't NPCs, those are other players logging in. they all spawn there first, then are teleported to their last position on the map.

I remember stealing from people's ALICE bags when in debug hill.
