Ural stuck on Rooftop

So we found the Ural truck on the rooftop of the hotel in Cherno with the helo. We were able to land on the roof, get in the cab of the truck, and start the engine, but it needed tires. We destroyed it with the chopper machine guns, but it respawned back onto the roof of the hotel upon server restart.

We decided to drive it off the roof. We collected all the parts needed and drove ramming speed off the side of the building. Unfortunately, the truck somehow floated up back to the rooftop and became high centered on the railing. My guess is a hacker placed the vehicle there as alot of other vehicles are missing on the map and server.

Is there any way to get this thing down or have it respawn in its original location? Also, since so many vehicles are missing, is there a master reset?
