On the second page of this section, there's a vid about fixing helis. Here:

I haven't flown one yet, but have repaired a few other vehicles (although it appears the heli is much different). From what I can see it looks like it's completely out of fuel? I've been looking all around the last couple of days across a few different servers for a heli at known spawn locations, and nothing.
