Lag/freeze when other players shoot

So for some reason today, when other players are shooting at me or anywhere pretty close to me I might freeze for 10 seconds or so and lag alot. This was not the case yesterday for example when everything was fine, I am not sure what is causing this anyone? I ran the game on close to maxed im down to very low settings now but it didnt help at all, only on the fps. So it only happens when others are shooting

Using a laptop, Asus g75vw

Its new, but I did not have this problem while playing all day yesterday
