Cars disappearing on server restart?

If this has already been asked before, please direct me to the thread. I can't find any results via search. :<

Anyway, some hacker teleported all the cars to dobry hill in elektro. How do I know a hacker did it? All the boats were there.

So, I go over and nab a ATV, and I drive away and save it. Server restarts, ATV is gone.

Help?
