How to implement custom load outs? (Vilayer)

Noticed a few admins on here using custom load outs for new spawns and was wondering how you can do this? Adding weapons, equipment player skins etc?

P.s. slightly off topic but has there been any updates on why we still haven't got heli's yet?

I'm not sure about private hives, but I have a chopper on a normal game server connected to DayZ hive, so idk.

With a Vilayer server you can't edit stuff like this.
