Vehicles teleported away, will they respawn?

Basically on the server I play on a scripter/hacker came in and teleported all the vehicles to one spot, I know this because I spoke to other players and all the repaired vehicles are gone, upon server restart certain vehicles are back but the Civi Ural and the Pick-ups are gone from where they had been saved and are not at there spawn points.

My question is this: Will the vehicles respawn at some point so that I can get back my beloved Pick-up?

Afraid not. I'd wish they put a reset timer on vehicles. Not used for 5 days, is reset. The chopper on my server is no where to be found :(

Is it true that vehicles saved in the Debug plains will now respawn on the map?
