Inland town items not pick-up-able?

Evening all

Recently went for a wander inland to explore some of the other towns around there and came across what i assume is a supermarket of some type.

Found a bunch of items and such on the floor and went to go pick them up however the 'item icon' did not display. I tried another couple of buildings / item piles in the same inland town and the same issue was occurring and i could not get any of the gear there. Is there a known problem with this, or is it a one off glitch of some type?

i only get it in laggy situations. 20+ second delay or when the server is crapping out where i can't pick up car parts but other item loot i can.
