Contacting Server Hosts?

Okay so my friends and I settled on US 633 a while ago, and we've done quite well for ourselves as far as making camp and obtaining adequate transportation. Over the past week or so, however, the server has become severely unpopulated for the most part, and it seems to be stemming from the massive FPS lag that's hit the server lately. It seems isolated to that server, seeing as how I can play on several others with smooth FPS at the same graphics. The server also provides host info, such as being hosted by BLU.

I'm wondering if I can contact the server host and ask when or if they're going to update the server, has anyone else tried this?
