Server locked..?

Hi, Today I went to join the usual DayZ server I have been playing on, And found it to be locked with a password.

So I waited for a while thinking it was restarting or updating, And its been around 6-8 hours since I noticed it was locked.

The server name is: DayZ - DE 1846 and is hosted by "Zaphosting"

Are they allowed to keep it locked for this long? Because I had almost everything I owned on that server stored.

It seems only one player is in the game, I suspect it is the owner of the server.

Last time I was in the server all the vehicles reset, So maybe the owner is hogging them? So he locked the server to do so?
