Low FPS regardless of Video Settings?

Normally I am able to get pretty good frames on this game even on very high settings, but the last couple days for some reason I am getting very poor frame rates (around 5-10 fps it feels like). I tried changing the graphic settings but it has absolutely no effect on the frame rate, good or bad.

I don't think this is a server side issue either because 1. I've played on this server before with good fps 2. My friends that I'm playing with aren't having any problems.

Any ideas on how to fix this?

I have this same exact issue on my server. If you find the answer please PM me in game. My clan mates have no issues at all and but i LAG horrible. Swap to a different sever and I am good.
