Question Regarding Server Restarts & Vehicles?

Scenario:

1. Spawned

2. Found a vehicle next to another

3. Fixed one and saved both vehicles

4. Drove off

5. Died

6. Respawned

7. Server Restarted

8. Went straight back within minutes

9. Both behicles gone?

Is this because the server restarted or could this be a hacker collecting vehicles with a script?

Im on the latest server version and dont really understand how vehicles spawn and when and where?

I'm not sure what happened, but I can say from experience that with the newest build the vehicles seem to be working correctly on my server, except for keeping fuel. But they are saving.
