Yeah im getting the same thing.. I thought it might be server related but It seems everyone is having that issue

Read the patch notes. Infact, Rocket even made a new thread a day or two ago noting that the debug monitor would not be functional in the latest patch.

Esc > Options > Game Options > tick "DayZ UI" once at it will land on "Debug"

Enjoy the game with the debug menu.
