How to Loot Ghillie Suits off Dead Players?

Long story short, I've killed 3 people that have had a Ghillie Suit on, and all 3 times I haven't been able to loot it off of them. I press G on their body, nothing there. I mouse scroll and look through their bag, nothing there. How in god's name do you take a Ghillie Suit off of someone?

If you can't, where do you find them?

You can't loot them afaik.

They can be found in any residential spawn ( houses, churches, office buildings, supermarkets )

You can loot them but only if they're not currently wearing them. So basically, you'll almost never have a chance to loot it.

To loot they need to have civilian clothing in backpack, then you need to convince them to switch clothing and give it to you and that you aren't gonna kill them, see that happening anytime soon?
