Helicopter spawning under water

I currently run a server, and the helicopter has spawned under water, is there a fix for this? Any type of help would be appreciated, it's currently located just off the south east island in the bay of the town. Just a little further out, there spawns a sub. You can use it to fly the helo!

Strip down to nothing and swim down to it. If you die trying to get it out, you have only lost what you have on you. And if it explodes, it will probably respawn somewhere else.

I didn't think you could swim to the bottom of it? It's also broken and unrepaired.
