Can't access certain channels?

So in almost every server i've been in recently, when trying to cycle through the channels with , and . I can't only go through Direct, Vehicle, and Group. Now some say it is because they have the others disabled BUT i've witnessed people using the Side channel numerous times and I cannot communicate with them. What is wrong? Is it a client side issue? Thanks.

edit: nvm, read wrong

maybe it is because you are running beta patch, however, I think it is server-side option so no idea why it happens
