Car Clamp

This is a bit far fetched and maybe this idea isn't right but I think something around this.

Basically my idea is to have a new item.

Car Clamp - Rare item found in civilian and farm loot spawns that you can place on any road vehicle to clamp a wheel, Up to 4 clamps could be placed on a vehicle and it would give the effect of the wheel that is clamped being un-functional. This could be used so you can store your vehicles a bit more safely but they can still be stolen because...

The way it would work is that every time you hit it with a crowbar a 5 seconds animation plays that has a 1 in 100 chance of breaking the lock and a 1 in 2000 chance of braking the crowbar. This would be fairly effective considering the car clamp would be a privileged item so someone getting 4 would be well earned and therefor they will get a more secured vehicle.

Like I said at the start, This is only a idea of something along these lines to secure vehicles a bit more at a extra cost.
