Arbitrary kick

I played some times on the server DE 1250. They usually kick everyone on the server except their team at a certain time of the day, without telling anything, or excuses, etc... It's not even for the server to down or restart, it's for their team to log in without any problems (well, it's only my guess, I'm not really sure about that). I wanted to know if it's allowed ? Or if they are abusing ?
