Help With Lag Spikes

Im sick of getting lag spikes in this video i show what i mean by lag spikes, bit laggy from fraps but w/o recording i get 30 fps+ but get lagspikes dropping to 5-10 fps

I have been getting the same lag spikes recently. Im not sure what is causing it but this might help you out.

So from that link should i improve my graphics quality as, higher the graphics more GPU load, the lower the graphics the more CPU load as im on a dual core cpu with a hd 6670 2gb
