Spawn car over people in the server US 2478

I was playing with some friends today in the server US 2478, and a group of 4 hacker spawn a car and a ATV over them and kill them, i was not to far away from them so i went there and kill 2 of them, 2 second after they spawn a car right next to me, and i log out
