I don't find them to be that rare at all. Industrial sites almost always have them.

Hot places to find them are the industrial are in Cherno and the factory in Solinichy, I just know somehow, just somehow DayZ knows exactly what your looking for... and never spawns it, but as soon as you don't need it it's all you find.

Those locations normally work for me when it comes to spares :) hope they help

I see them pretty regularly in the small industrial buildings. Although Im sure if I was specifically looking for one they wouldn't spawn, ever.
