Sever performance issues.

for some reason I am have sever performance issues.

Here is my rig setup

Windows 7 Enterprise x64

AMD Phenom x6 1100T @ 3.3GHZ

G-Skill 8GB DDR3-1333

Nvidia GTX-460 R2

from some reason I am getting around 18 FPS in most city areas. I have changed my res and graphics with little to know results. I have defcon looking into issues with the server. It isn't persisting a crossed all servers. On some servers it's fine but on most i am getting fps raped.

Any ideas.
